Yes. NeuraView can be used to annotate images.
Annotations can be burned into images quickly and easily. This flexible tool allows users to add permanent text to any standard TIFF/JPG/BMP image.
To access this feature, go to the Raster ribbon and select Annotations.
Next to this button are some items for adjusting the properties of the annotations, including font, style, size, and color.
As you resize the main window, the ribbon may change appearance to fit into the smaller space.
